I sold a car to someone who never registered it under their name i have no info on them and now i received a notice of stored vehicle saying i am still legally the owner! Can i legally pull the car out and not return it to the buyer unless they pay me or report that they failed to registered the car!?

Do you still have the title or is it still in your name? Title is what ultimately decides ownership, not registration.

Technically they could (depending on the state.)
If the buyer didn't transfer the title in their name yet (I believe there's a time limit to that, too) OP can obtain another Certificate of Title, sell it to someone else, and have this someone else transfer the title in their name.
First buyer would lose the car. That's why you're supposed to transfer the title immediately after receiving it.
