I'm not sure there's much to think. The merging vehicle has the obligation of yielding, finding a gap, and matching its speed to the traffic. The driver of the pickup failed to do that. Assuming we didn't miss something, such as the truck suddenly moving into the right lane, it was entirely his fault.
They are lucky that they didn't get creamed merging into traffic like that. And yes, it would have been the work truck's fault.
