We have Airport Way here in Seattle. At Tuley's Coffee, roughly, inbound lane has 35 changed to 30 speed limit posted and outbound lane has 30 to 35mph posted across that sign.
Why? Same street, 5 mph difference?

Perhaps a higher amount of traffic entering the road from one side over the other? Perhaps someone at the public works was smoking too much weed when they put up the signs?
If the road is straight, has no side-streets or driveways or other sources of cars entering and leaving, or pedestrians, then it should have the same limit.
But if only one side has a driveway to a school, a side road entry, a road to a strip mall, a sharp turn with limited visibility, etc. then for safety reasons you would expect that side to be marked slower. Or perhaps the straight section is entering/leaving a jurisdiction where the default speed limit changes.
There's a street like that near me. Lane on the far side from the small shopping strip - 30 mph; lane going the other direction next to the shopping strip- 25 mph.

Near where I work, is a street with west and east-bound traffic on slightly different traffic light programs. I noticed it while waiting to turn left onto this street from the lot where I park at work. The light I could see(about 200' down the street from where I was pulling out) turned from green to red, but the one facing oncoming traffic must have still been green, because the traffic coming from that side - my side - was still proceeding. Not the norm for sure, but as with the speed limit differences, it does exist.

That's nothing. Here in Alaska we have differential speed limits on some road stretches. Two speed limits for the same direction of travel. Left lane is 65 mph and right lane is 55 mph. And that's for any and all traffic in each lane. So you could have an 18 wheeler doing 65 mph in the left lane while granny is poking along at 55 mph in her Buick in the right lane.
No, no school or shopping centers. Just a turn in the road. You cross under Spokane Str overpass and it changes from 35 to 30. Used to be a normal speed trap as most rush to work and pay not attention to it. They used to have two traffic cops there, about 300 ft apart, on that side of the road, every morning. Opposite side has two 35 mph posted, one of them exactly across the median from that 30mph sign.

I've seen the same thing in California years ago. It's usually preceded by a sign stating slower traffic to pull to the right. I think the signs were replaced with minimum speeds for those lanes now.

With taking a look at Google Maps, there was most likely a Yellow sign there at one time that no one listened to, so they changed it to White. Due to the forces a car takes on a tight turn on this street, one can end up near crashing into cars parked in one direction, while in the other direction they'd slightly slide into the center turning lane. If there were no center turning lane, then it would most likely be the same speed on both sides. Also one side is nearly all commercial and the other side is a fenced train yard. Then when gets to commercial on both sides it returns to 35. Numerous more commercial driveways than you stated.
