If I were to guess they are just printing the panels and the core of the car (frame, engine, suspension, electronics etc.) are from salvaged lamboghini or even another car. If you look at the video the rear lights are installed but no front lights. Those are likely stock and cost thousands used.

Depends on what engine they use. Ive seen used Lamborghini and Ferrari 12 cyl engines for sale on the used market (normally coming out of wrecked or totaled cars) cost about $40K.

Yes, You are right, they are only printing the body panels.
There are companies that sell tube frame kits to build cars like this from scratch, its not really Lamborghini, but it looks VERY close to one.
It is really cool as a demonstration of the technology, so kudos to the builder. I imagine this is also not a trivial exercise, even with this technology. It's not though, the full equivalent of the original. It just looks like the original. It's a physical model that's largely skin-deep. Still really cool though, and again kudos that they plan to make the result a street-legal car. It's probably a great learning experience and fun for the builder and his son.

As long as it passes the minimum requirements for a road worthy vehicle it would be stree5 legal. Lights turn signals belts mirrors. It would be registered as a kit car.
There are tons of kit car manufacturers who makes street legal cars
I remember reading a piece on a high school auto shop class that built a Lamborghini Diablo from scratch, they welded a tubular frame, used fiberglass to make all the body panels and parts, I cannot remember what kind of engine they used, I believe it was some kind of high performance Honda 6cyl. They made everything exactly the same as it was on the real Diablo.
The car looked great when they were done, you literally couldnt tell it was a 'kit car', they painted it yellow though (not my 1st choice), but they ran in problems when they tried to order real Lamborghini badging, to put on the car, I cant recall all the details, but it seems like Lamborghini tried to prevent them from using authentic model badging on this car.
