Clueless concerning Canada's DMV rules and regulations, however, in the few states where I have lived and owned Personalized License Plates the rules have been very similar . . . no OFFENSIVE License Plates. All plates are closely scrutinized prior to being approved and then subject to even more scrutinizing if and/or when a complaint has been filed.
No inside information but I bet someone complained about GRABHER and those in charge have determined the plate is offensive. Over the years a couple of my requests have been "rejected" and then later "overturned" after a hearing request from me.
While I believe in free speech, I don't think the government should be endorsing offensive slogans or words, giving government approval by putting it on a license plate.
But hey, if you want to print it out on a bumper sticker or paint it on the door of your car, go for it. Free speech. Be as offensive as you wish to be.
Just keep in mind that occasionally someone who is offended might retaliate.
Some poor slob in Portland Oregon has the last name of Trump. He has had a "trump" personalized license plate for over 20 years, because that is his last name. During this last election, his car was vandalized several times and his wife was physically assaulted when she was driving the car.
So, get offensive, but don't be surprised is some one less protective of the right to free speech keys your car.

You frame this story as if the person with the last name Trump is somehow at fault, for not removing it, simply because a presidential candidate shared the same last name. Do you not realize how backwards, and idiotic that is?
The real problem here isn't the coincidence of names, nor freedom of speech, or even the loser in life who went out of their way to vandalize another persons property. The real problem here, and yes, this is going off topic, is our pussified society and the way our current laws prevent us from handing personal disputes like actual men and or adults. There was a time and a place where you could handle your business without the concern of the police showing up and forcing paperwork, or worse, jail, on hard working citizens because they felt the need to defend their property and honor. The fact that they got their car "keyed" for something so stupid isn't the problem to me here, the problem I have is that the family with their car keyed couldn't go retaliate and handle the situation appropriately, because these days the law won't let you handle business like men, they would rather handle it for you, and it doesn't work, nor does it do wonders for your self respect and dignity.
