The reason is that the service manual tells them to do it. But the techs know better/faster ways so if they can do a 45 minute job in 12 minutes, they get paid for 45 minutes.

That's why Iiked my cvpi; it was nothing to change the bulbs in it, didn't even need tools to remove the housing.
