I've seen them all across the West on steep declines. They are usually called runaway truck ramps.

They are usually on very steep downgrades, like here on I-70 in Colorado

west of the Eisenhower Tunnel.

That's how I remember them. I always thought to myself going past one, that if I was driving a truck with failed brakes I might decide to take my chances continuing downhill rather than hit that thing. It looks brutal.
