which state is the easiest to get an auto dealers license? (paperwork, 1990)

Offhand, I would guess somewhere in the old South. I do know that in North Carolina, there seeded to be a huge amount of business going on with very small car lots, and besides that used appliance "lots", some with washing machines, refrigerators, etc. out in the yard. This was around Raleigh circa 1990.
Not positive on the question but do believe the requirements would be the same in all states. Only difference might be the fees involved.
Calif gets some flood cars and the like dumped on us all the time.
Calif dealers are required to remove any out of state license plates before putting on the lot for sale...same thing if taking an out of stater in on trade towards a Calif licensed vehicle. The paperwork would have to be sent back to the home state.
Never was a whlse dealer but did have a car salesman license at one point in my life...and being in the auto industry for 28 yrs. Steve
