You might be spotting Pool cars, but not cold cars... You're seeing the cars they don't care if you see..
These guys are doing dangerous jobs, narcotics deals, etc, and if everyone could spot them as easily as some of you say, there would be a lot of dead cops..
watch the shows where cops are chasing an armed suspect vehicle while in marked cars and at the end you see an old jalopy pull up and an armed hippy jumps out and helps them subdue the guy....that's the guys Donn is refering to,not your everyday run of the mill radar runners.

Portland PD has a two unmarked Mustang GTs with standard issue "tree" plates and dark tinted windows. One is red, the other is gray. They use unmarked Crown Victorias and a pedestrian-looking older Taurus. Sneaky...

I believe the OP is confusing "undercover" with "unmarked". Unmarked cars are used for traffic enforcement while undercover cars are used by law enforcement for activities besides traffic enforcement. Personally, I'm glad Ohio requires traffic enforcement to be performed ONLY in marked vehicles. I'm not sure if it's true, but I've heard that the requirement stems from a case where someone impersonated a traffic cop and pulled over people to commit crimes. I also believe that, despite having very visible white patrol vehicles, the Ohio State Highway Patrol rakes in just as much revenue as states that hide their traffic enforcers in unmarked vehicles.

BTW; WA and KY (and maybe other states) have a program where state troopers ride in big trucks and report speeding/unsafe drivers (of both trucks and cars) to their partners in marked patrol units. I think that's a GREAT idea!
