If the car has A/C and with you in Florida, I would think the evaporator drain is not working. Look along the firewall and you should see a drain "teat", it needs to be re-opened, possibly it has a "fish-mouth" type end, if you just gently squeeze that it will make the "mouth" open and you should find water coming out.
Failing that, it's some sort of cavity full of rain water or condensation, there is some sort of drain that you need to clean out.
Possible reversed hoses to the heater core, so that it can make a splashing sound with water flowing through.
Another possibility in some cars is that the cooling system was not completely bled out and has a small area of trapped air in the heater core where the water flows through ... enough to still give heat, but not full flow of water.
