Mexican drone crashes in backyard of El Paso home - El Paso Times
A Government of Mexico drone crashed in El Paso's Lower Valley, sparking a federal investigation and raising questions about why the aircraft was in U.S. airspace.
"We are collecting data about the crash. We don't have the aircraft because it was returned to its owner," said Keith Holloway, spokesman for the National Transportation Safety Board, which investigates aircraft crashes in the United States and in other countries that request its help.
Though the U.S. is known to use drones to patrol the border, this is thought to be the first time a Mexican drone has been reported operating at the border.
Depending on the exact point of impact, the drone might have been from a third of a mile to a half-mile inside the United States.

Sounds like Mexico uses drones for surveillence of drug smugglers & gangs in Juarez & the valley - and this one ran into mechanical or communication issues.

I'm pretty sure that the US and Mexico are now using drones to patrol the border now. There's a war going on right now for control of the border. It's the drug cartels against the US and Mexico.
Since many of the most violent drug gangs in Mexico are ex-military I wouldn't be surprised if the person operating the drone wasn't actually tipping of the drug trafficers about US border agent activities.

I wouldn't say many are ex-military, but yes there are quite a few ex-military. Just not most from the Mexican Army/Navy.
Look further North, and further South. A lot of the training also comes from several of our own allies overseas as well.
