South of Penn Station is safer/nicer than North of Penn Station. There are lots of apartments along Calvert St., St. Paul St., Preston St., Biddle St, Cathedral St., all within walking distance of the Station. Really, all of Mt. Vernon is within walking distance to Penn Station, but anywhere South of Madison St. is probably too far to have to go if you're commuting to/from the station every day for work.

Bolton Hill is also relatively nearby (to the West of the station), but a bit too far to walk for a commute, I think.

Sutton place in Bolton Hill is nice. It's a 8-10 min walk to the Penn Station.

The Fitzgerald looks really nice. It is just west of Penn Station.
