I'm 28, Single, Female... I'd like to be around other young people and have nice restaurants to go to. An area where I can walk around would be awesome. Safety is a concern, but I can deal with urban areas. Any neighborhoods I should look at in particular?

Towson maybe. I live in Reisterstown and it's pretty family oriented.

Mount Vernon might be a good choice. Your reverse commute to Reisterstown shouldn't be too bad, either.

Conversely, are there any areas that are inexpensive but still safe? I'm realizing I may not be able to afford the more urban areas, but I'd like to be close to shopping (within a 10 minute drive?)

Particularly looking at Owings Mills, is it safe?

Every night?

Twice a month or so you can drive down to the City or Annapolis or DC...

Pikesville and Owings Mills are nice safe suburbs with a lot of amenities and are closer to Reisterstown. Go into the city for night life by catching the Metro from Owings Mills.

I bought my townhouse in Reisterstown when I was 28 and single and loved living there. There are restaurants/bars and places to go within walking distance and very close driving (Harryman House, Full Moon, Reiters). If you want to go downtown it's not too far a drive for the evening. I think Reisterstown is safer than Owings Mills.

Pikesville and Owings mills are good choices. I live in Pikesville, a block or so from the metro station. I can walk to the metro and be downtown in a few minutes for downtown nightlife and sports games. or I can go to any of the large number of restaurants in teh local area, as well as the theater in Owings Mills or the reopened Pikes theater a few blocks from my house. Prices for housing are pretty good in Pikesville, though Owings Mills is a bit more expensive. But even living in Riesterstown would be good.
