DC makes up a large number of business/IT/policy etc. positions. Baltimore/DC have similar markets. With the exception that DC is largely fed gov. The very same jobs in Baltimore are available in DC. Yes, Baltimore is high blue collar and Yes, if you don't have a college degree you will have a hard time in DC.

However, those that go to college in Baltimore or those who who are college educated and reside in Baltimore will find they can get better in DC....

Everyone in Baltimore I know with a undergraduate degree+ is working in the DC area.

When it comes to certain things, such as jobs/employment, DC is much better.
