There has never been anyplace in the world where the temperature and the relative humidity were recorded as both being 95 simultaneously. The highest dew point on record is 93, and if the temperature rose to 95 while the dew point was 93, the relative humidity would be only 93%. They could both be 94 (and might have been, in the cool of an Eritrean morning), but there is no meteorological condition on record in which they could have both been 95.

At places where the dew point is often near 90 (west shores of Persian Gulf), the daytime temperatures are typically 115, in which case the relative humidity would be only about 55%. There are times when the relative humidity is 100%, but that occurs only in the early morning hours, when the temperature drops to be equal to the dewpoint, which can occur when the temperature and the dew point are both 40 or 50 or 60, or even 20 below. If the temperature drops lower than that, the moisture precipitates out, reducing the dew point.

The temperature can be over 100 and the humidity 100 on the same day, in the same place, but not at the same time. That occurs here in Victoria, Texas, quite often through the summer. That last time that occurred here was four days ago.

A baseball manager wearing a three piece suit would be cool.

One thing to remember is that baseball coaches and managers are physically involved in the pregame warmups whereas coaches in other sports generally are not. It wouldn't be feasible to pitch batting practice, hit fungos, or warm up a pitcher wearing street clothes.
