Vegas is a tourist destination. Summer League is another ticket to buy, like seeing a Cirque du Soleil show, or watching a resident musician or magic act like Wayne Newton, Brittany Spears, Penn and Teller, etc.
Summer League is a way in the door to this market of tourists who want to blow their money. You have the NBA mid-season tournament in Vegas too. Eventually a franchise will be located there.
