Budgies are being kept outdoor (shield from rain of course) in England and be okay even when their water is frozen (need to be changed daily) as long as they have food. Can parrotlet tolerate that kind of cold or something at or below 30 degree?
I think so. I raised many species over the years and the temperatures could dip to below 20 degrees in my area of Florida. Everything from parrots to toucans and everything in between. Typically, wrapping the cages/buildings in plastic kept the birds warm enough despite having to thaw frozen water dishes.
yes but not for prolonged periods of time and not if theres wind, you would need to provide protection not only from rain but from drafts (a draft proof house, wrapping the entire cage nice and tight ect) and being so small they alos tend to need a heat light as they don't conserve body heat nearly as well as their larger cousins...
they also have to eat ALOT more during cold periods to keep their body temps up (the colder it is the more calories burned to stay warm)
given the p-lets natural environemtn its not something I would ersonally risk, their natural environment rarely gets below 40...
while the budgies natural environment does get snow in the winter (its just that Aus winter is our summer time and we don't hear much about other countries weather in the USA)
my parrotlets get upset when the room drops below 60 degrees LOL

I mean its kinda like putting an inuit in the tripoical rainforest, or an African tribal man in Alaska...they COULD survive there if given the proper tools, but they wouldn't be comfortable or happy...
animals are only different in that they cant TELL you they don't want to be there...
