Last week-D was hit by someone uninsured- had no DL- and gave false info to police- been dealing with all of this the last week then yesterday i remembered that daughter said he worked for someone down the street-My mom knows the family so i called him and BINGO he knew about wreck b/c he was late getting back to work-he will talk to him in morning- said it would be handled
?- should the police not have arrested him and taken in him with NO DL -not sure if he just said he had insurance or showed card but he almost got off scot free...

In my experience the police rarely arrest the no-license folks or impound no-insurance cars (although they can). They just simply don't have the manpower to process/house all those people/vehicles. He was probably ticketed for both violations, though.

we ended up getting lucky and finding him finally and he does have insurance- both companies said he wasn't covered but all is good now!

You're very lucky!
We have illegal immigrants who are driving cars they don't own, with no insurance and no driver's license. They occasionally hit another car...and the police don't do a thing.
You know it's going to be bad when the vehicle occupants jump out of the car and run.
