Thank you for the responses. Does anyone have an idea of different costs of water/sewage/garbage/electricity/gas etc...of Boise vs. Meridian vs. Eagle? Also, does HOA typically cover any these costs and how about yard maintenance? Snow removal?

The utilities (at least gas an electricity) are the same companies in Boise, Meridian and Eagle. Water, sewer and garbage may vary slightly but it's going to be pretty similar. The only caveat on water is if the house uses city water for landscaping rather than irrigation water, you're going to take a big hit on water costs during the irrigation season.
Single family home HOA's typically do not cover yard maintenance or snow removal.

A Townhouse HOA would cover front yard maintenance up keep. They may cover snow removal as well.

Sometimes.
I live in a townhouse and my HOA doesn't cover anything but upkeep and insurance for the common areas. No snow removal and no yard care for the townhouses. Of course, mine is a mixed subdivision (it has single family houses too), but we have rentals in townhouse complexes that don't do any of this either.
On the other hand, I've seen some townhouses where the HOA covers EVERYTHING outside, including roofing, siding, yards, etc.
I live in a townhome close to the greenbelt and our HOA covers everything outside, roofs, siding, fencing.
