You cant fight city hall. I can see the importance of the hoa's. As I drive through the older sections and I see campers parked on front lawns.
LOL And that's minor compared to some. I have a neighbor who built a lean-to right on the property line, and slanted the roof to drain onto MY property. Also built a treehouse in a tree on the property line so they could see my entire back yard, and into my bathroom and bedroom windows. I called city code enforcement who declined to do anything about it. CE suggested I put up a gutter to redirect the water if I didn't like it. Sigh. Oh, they have dogs that bark a minimum of 4 hours a day between 6 am and 1 am too. The next time I move, it will be to a place with a strongly enforced CCR.
My last house was awesome. People took care of the neighborhood, and it was amazing not having any sort of rules to comply with, and everyone respected that freedom but took care of their stuff.
My current neighborhood, which on paper should be a "better" neighborhood than my last (it's in the North End) also does not have CCRs in the neighborhood. And it's been a nightmare. No one takes care of their yard. Cars and junk are in the front yards. Structures are built haphazardly. Dogs bark day and night. It's ridiculous.
Price you pay to avoid cookie cutter development but while also not spending $500,000+ to get into the elite areas of town (which have their own issues - historical district, etc.).
I'd say the North End stops around 21st, when there aren't consistent sidewalks on the street. 21st-36nd is the Sunset neighborhood, but still sometimes qualifies as NE. It's certainly fringe, but I don't think it's the NE either. Between 32nd and Collister is the Collister neighborhood, but I've also seen some very liberal proclamations that east of 36th is North End; west of 36th is NW Boise. I think "North Boise" is something that insecure 32nd-Collister types coined to assume some of the North End exclusivity, as opposed to NW Boise.
