Yes, I believe you can, we did today...everything was open, nothing in session while we were there.

Then walked to and through the Capital. Had been there on a previous visit, still in awe of the place. No metal detectors, no purse checks and no frisking. :-)

Last night we attended Boise's Balloon Glow at Ann Morrison park, was lovely, not nearly as crowded as I am used to, and not nearly as chilly as I thought it would be.

Was too lazy to get up for the balloon launch this morning tho!
