Does one need a license to ride a motorbike around town if in the shoulder lane not on the actual street where cars go? If yes, why?

Are you asking if you need a license plate on the vehicle or a drivers license? Also, are you asking about motorcycles or scooters? Finally, do you mean the riding it in the bike lane, shoulder right of white line on road, or sidewalk?

See Department of Revenue - Division of Motor Vehicles:Low-Power Scooter to see what your minibike is classified as.

If, as a motorized vehicle, it is classified as a "Low Power Scooter", then a $5.85 license sticker is required, and a valid Operator's License, and insurance is required

Generally, anything that is motorized is treated like a car, not like a bicycle. Some exceptions are:
Vehicles commonly known as mini bikes, pocket bikes, kamikaze boards, go-peds, and standup scooters as well as off-highway vehicles such as ATVs and snowmobiles are not approved for travel on the public highway.

Just call the local police dept but not the 911 line; they'll give you a good answer on the spot. They don't mind calls like this, that's their job.
