There are now a lot more downtown residences than when that description was written, though the raw numbers are still low compared to other neighborhoods. I think South Buffalo is less homogenously Irish now.

The upper part of the West Side has many refugees of all races. Black Rock and Riverside are a mix of Whites, Blacks and Hispanics, with Hispanics being the most rapidly increasing group. The area will likely become majority hispanic over time except for the area of east of Military Road/Grant Street which has an increasing population of white hipsters.
South Buffalo still seems very Irish to me but less exclusively so than it used to be. Lakawanna definitely has had a huge increase in Middle Easterners but still retains a sizeable Black and Polish population (and some PR's too)
