It looks like Rochester had the same score as Buffalo with the exception of FO (field office?) Must be a field office in Buffalo

I left 25 years ago-it doesn't sound like things have gotten any better. Just that the state leadership has gotten even worse.

The problems is a heavily unionized, liberal, non business friendly atmosphere that stifles private industry. For example Dressler Rand is closing their plant in Cheektowaga:

New York State Assemblymember Monica Wallace, New York Senator Tim Kennedy, and Cheektowaga Supervisor Diane Benczkowski issued the following joint statement on the announcement Tuesday:

"Just as the Western New York community stood with these workers three years ago when they went on strike for better health care, we will stand by their side today and moving forward.”

They got better health care and now no jobs. The problem is that there are so many other issues like high taxes, fees and many regulations that are the tipping point for jobs to relocate to other states that are more welcoming to business.

Having lived all over, every state has issues. The winter to me just sucks here. I would rather live in California for the sunshine. North Carolina just not happening for my wife. Summers are too hot and humid. If I hear we’re close to the ocean again from Charlotte I’m gonna puke. Oh well.

Yes, that likely plays a big part in the ranking.

The Wellsville plant is closing too. I have read the jobs are going to the Carolinas. Today Amazon cancelled 25,000 jobs on LI. NYS sure knows how to kill growth and lose high paying jobs to other states.
