The "new north end" was recommended but I found the area described as the "old north end" to be more interesting. Any comment on this part of the city? Old North end is the "ghetto" of burlington, but it's not really that bad. The area seems to be improving. I personally wouldn't live there and preferred the more "boring" new north end. If looking there I'd stay around North Street and away from areas closer to UVM campus (loomis street). This is known as the "Student Ghetto" and is party central.

For an artist looking for walkability you'd probably like the ONE. The south end of burlington down by pine street would also be a good fit for an artist.

Since this is posted in a thread for "least expensive area in Metro Burlington" I should mention that none of Burlington proper is really inexpensive. Apartments are old, dumpy and overpriced.
