You can't compare apples to oranges. You live in a city of over 8 million and we are in a county of a little over a hundred thousand. I lived in NYC, but was fortunate enough to never need a car. I know how bad traffic is in NYC or LA for that matter. The issue in Chittenden county is that the population is going to increase at the highest level in the state. There is only one highway in the area and only two real highways in the state. Traffic in some areas around Burlington is a nightmare and it's only going to get worse as the population increases.
In many areas there is no easy way to get from one point to another. Think of it this way. If you needed to get from NJ to Long Island, and there were no highways to get there. You would need to go through Manhattan, cross into Queens and take the Northen Blvd out.

I agree, I don't think the Circ will ever be completed. Vermont hates change, no matter how good it would be. As another poster stated, driving through Malletts Bay, especially in the better weather months, is unbearable. This will get worse as more and more development gets packed into the outer reaches of Severance Corners, leaving Burlington's awful I89 access as the escape route.

Since I've driven to work on the interstate forever, these issues have been big for me. As it is, I count the days or years I'll be able to escape from here.
