For 1996..and I didn't live there after April 1995. And was an owner occupant of a home in AZ the entire year. Filed fed and state there for 1996. I maintain a 800 credit score and have owned five homes in AZ and one in las Vegas...always reported moves to the Post Office. I tried to address this online, but since I haven't filed there in the last five years, not allowed. I googled it, and apparently they are levying bank accounts, specifically wells Fargo and Bank America. Why did it take 20 years to contact me. I will call them (I live overseas) on Monday, but this is total BS. If anyone has words of wisdom,I would appreciate them. I think I could produce a copy of the deed to my home in AZ..and a sworn statement from my parents...but no one at business school ever said to keep 20 years of papers..it was more like it is better to destroy them after 7. Even if I did, I wouldn't have what I was fined for. This represents a new low in bad, irresponsible government.

And my philosophy has always been to never ignore government letters, especially certified mail..and it has always seemed like people who get into these problems had plenty of chances..not me, not one...I would have paid it or told them to look at my ss file , my voting reg, or my dl...got a mortgage in 2001 and the loan broker made me clean the very few small items off my reports and I've kept it 100% spotless since. Apparently, it is really hard to get through to them...There are people running for high offices that can,t account for two years ago, let alone 20.

Franchise Tax Board is a scary agency. And for 20 years ago?

Contact Governor Jerry Brown's office via letter or phone. They'll assign your issue to someone at FTB, most likely a manager who's job is to resolve it as fast as possible.

What about going directly to a "taxpayer advocate"? Or straight to the Board of equalization? I'm 14 hours later, soon to be 15, and would like to start with the best place....but I will have a look at the Governor's Office. I hate getting bounced, especially after a long hold.

I was thinking that this also was a Statute of Limitations issue--many State agencies have them.

However, I found on their website (link below) that FTB can go back as many years as they want to if they feel a return should have been filed.

You, or your bank, should have gotten a letter saying the money was being taken. There should be a phone number on the letter that's slightly better than the general number, but not by much. The burden would be on you to prove that no taxes were due to California for that year.

At this point it is just a notice, but there are others reporting bank levies. I just tried checking the county I resided in (Alameda) to check for Liens against me, and their site is down.

Yes, I received on once when I had moved out of CA (One of 3 times) and I called and settled it easily and had to pay just for the months I had lived in CA the year I moved and no penalty.
