An LLC costs very little (a few hundred dollars at most) to open. If you don't open a business and just start developing an app, all your personal assets are on the line should you be sued. Protecting your personal assets from being able to be targeted in a lawsuit would absolutely be worth the money to register as a business.

My son has an app company. If I remember correctly, he went through some confusing issues when getting approved by Apple/Google as a developer, so you may want to start there and look at the requirements.

I have paid $25 registration fee to Google Play for publishing app, but paid with my personal google account and personal credit card.
I have not formed a LLC yet, but decide to form one this year or next year. Can personal email be used as company's email for publishing app?
I have company domain, so I can build a website, but I don't have email associated with the domain. I am not sure if company can publish app via regular gmail account (not custom email account).
I'm not going to ask him questions that you can find out as you go through the process yourself. I'll just suggest that you do not use a personal email for business ever. Your app email should reflect the name of your app or company.
