I think we have a case of one agency doing something not known to the others. At least I hope that's all it is

Military doesn't test that close to major pop centers so.....

1) Accidental launch from US military
2) Amateur launch
3) Foreign power (N. Korea?) sabre rattling by launching off a freighter etc.

If it was #1 we will know shortly.
