That is silly, she did not rise to the prominence she did because she was stupid. You may disagree with her politics, or her person, or her ethics, but to deny that she is smart and capable is just plain silly.

You can say that about anyone of power; to include Perry and W. Truth is you are right though. They are technically not dumb. They do however, often come across that way for different reasons. I don't think an idiot can be elected president...twice, but that is exactly what many thought of Bush. In all but a few pockets of CA, and maybe a few other cities in the US, Pelosi would never win a single primary. Anyone except the far left finds her speeches and her positions to be moronic at best.

Might be because I'm an "extremist moderate" and find people on the far left and right to be mostly bonkers. I'd rather watch a staring competition at a retirement home than see those two debate. To each his own.
