I'm 23 and looking for a place that I can afford without a college degree as of now.
Somewhere I can easily meet people. Preferably somewhere I can easily go to college after I get state residency.
Things I want are: safe, affordable, plenty of people ~my age.

Recommendations?
I know some people near Murrieta, though that is not a big enough reason for me to move there atm.

We don't know what your definition off affordable is. "Affordable" in CA typically means "undesirable".

As for work, I don't have anything set at this point. That's one of the issues.
So, chances are I'll have to get a close to minimum wage job unless I find a good company and move near it just for the pay increase. So, my budget would be based on my job.

UPS package handlers start at a decent rate of pay and the hours in some are perfect for a college student.
Bartending or a server at a resturaunt is also a good way to make above minimum wage.
Eureka/Arcata area is a university town and there is a community college as well. There are affordable rentals, but can be a bit of a challenge to get one. Demand is pretty high.
Morrow Bay and SLO are also not quite as expensive as the larger populated areas.

Do you have about 10,000 dollars you'd like to burn through within a year? You're going to need it if you want to realistically move to SoCal/Bay Area.

Maybe if you're on a budget, you can find a cheap apartment in San Bernardino...

A grower? Not unless he's got his own land or a fitted-out building. However, growers do hire seasonal workers who "trim bud" and migrate around like farmworkers do.
