I don't think you should be scared away from Mt. Shasta so quickly. I believe your (ever growing) tattoo getting demographic does exist in the area, plus let's not forget that Mt. Shasta attracts tourists. There is a nice mountain there that people love to ride! I wouldn't think running down to Shasta from Weed would be a problem at all for a college student. The ambiance of being out of town having fun might inspire the artistic side in people. Plus- the surrounding areas are BORING BORING so it is fun to go to Mt. Shasta. The Sac River begins in Mt. Shasta, how cool is that? McCloud is more red-necky (I think). Mt. Shasta is just cool all around. Somewhere in between Shasta and Redding could work too- there is Lake Shasta in the area which attract a crowd as well. Arcata (near Eureka) is another fabulous town- already hyped up though, so I am sure there are plenty of shops around. Mt. Shasta might actually need you. I hate Redding save for Whiskeytown lake and its proximity to Mt. Shasta.

I moved to the Mount Shasta area and I will soon be moving away from here. There are a lot of judgmental, bigoted, unintelligent people here. Lots of fundamentalist Creepy-Christians who are super judgmental and not smart. Then you've got the New Age crowd who are also obnoxious but in a completely different way. Redding is no better. Do not pick up your entire life and move here. You may be disappointed. You may love it. Ashland, Oregon is awesome. You may need to find a more populated area than Siskiyou county. People tend to be smarter and more open-minded when they are around many people. It's a law of nature. Good luck!
