I was curious which cities would be the most affected by flooding?

Lol! Not trying to be tricky. I'm going to be moving. I'm trying to figure out whether to wait until Spring or move now.

There was a big meeting at UC Davis about El Nino. One person said the Delta Levees aren't in good shape.

Considering that this will be (or predicted to be) an unusually wet winter, why not wait until Spring? April and May are fine months in the state. Winter months are horrible for moving whether there is or isn't an El Nino. Here's a map of how the El Nino will play out with regard to percentage of rainfall from January to March. As to a particular city, I'm not sure there really is one that's worst.
