I know the rule applies to vehicles from another state with less than 7500 miles, but I want to clarify something. If I purchase a used vehicle, titled and registered in CA, with less than 7500 miles, can I then get that vehicle titled and registered in my name?

As long as it can pass the smog/emissions check, if one is required in your county of residence.

The 7500 Rule only applies to vehicles that are currently titled in another state and weren't built to pass California Smog.

Any vehicle already registered in California will be fine.

I thought all major brands have been 50-state OK for quite some time. Am I wrong about that?

I don't know the answer to that, but I'd guess by 2009 it stopped making sense to build both a CARB compliant vehicle, and one for the rest of the states. By 2009 eight more states began to require new cars meet CARB standards, bringing the total to eleven states at that time (now up to somewhere around 14-16).
