They probably did not ask for useless electric cars so don't feel obligated to use them. LA is run by virtue signalling people. To answer your question, the electorate are in charge of public officials There are 3 dominant classes in LA, immigrants who don't know better, the wealthy and the sponges. That isn't going to turn into normal governance...
