Many of the districts didn't put the minimum amount in that they were supposed to be paying in--for years. So no surprise there. The state employees kept up with their funding--except for one year when SIEU made a "deal" with the state and no money was put in.

Of course, the several huge withdrawals by the State over the years to backfill the General Fund didn't help things.
