We lost our home in the Camp fire in Paradise, we have now purchased a new home, & while closing, it was mentioned that we are fire people. So the escrow agent gave us a form to fill out, she said our old property tax base can be transferred over to the new home. This is really wonderful news. just passing it n to any other fire people.

We are still in Butte county. But the escrow officer said it was passed in the State legislature, so I am not sure if it applies to all of California or not. But worth inquiring about, if it applies to your situation.

We lost our home in Sonoma County and just replaced it in Lake County, so we're SOL...

Proposition 60 allows for the transfers of a base year value within the same county (intracounty). Proposition 90 allows for the transfers of a base year value from one county to another county in California (intercounty) if the county has authorized such a transfer by an ordinance.
As of November 7, 2018, the following ten counties in California have an ordinance enabling the intercounty base year value transfer:
  • Alameda
  • Los Angeles
  • Orange
  • Riverside
  • San Bernardino
  • San Diego
  • San Mateo
  • Santa Clara
  • Tuolumne
  • Ventura

I am referring to something that is specific to loses from fire. So it would have passed after November 2018, as that is when we had the fire.

Default Camp Fire FAQ and Form BOE-65-P

"California law allows any individual or individuals who reside in an original property (i.e., principal place of residence) to transfer the base year value of the original property that has been substantially damaged or destroyed by a disaster to a replacement property (i.e., principal place of residence) to comparable property within the same county."

Here's a link to the form, BUTTE: BOE-65-P REV.04 (6-11), which is entitled "CLAIM FOR INTRACOUNTY TRANSFER OF BASE YEAR VALUE TO REPLACEMENT PROPERTY FOR PROPERTY DAMAGED OR DESTROYED IN A GOVERNOR-DECLARED DISASTER":

I read somewhere recently that both Chico and Oroville's population have jumped 20% since November as a result of Paradise folks moving to them.
