It would help if we knew why you're asking.

And what your definition of "best" is. What are your criteria? Some would say, that Santa Monica might the the best place to live in the greater LA area, be cause it's on the beach. Others might say, that Marin County, north of San Francisco is far superior to anything in SoCal. Some people retire to the Lake Tahoe area, because it's their dream; in their eyes--"the best". Some absolutely swear by the small towns in Sierra foothills.

Give us a clue as to what you're looking for. Jobs? Nature? Nightlife? Unpretentious people? Pretentious people? Glitz? Easy beach access? High-end homes surrounded by more. high-end homes? Ocean views? Good schools?

I'm going by the assumption that you're looking at someone who's ultra-wealthy and where cost is not an issue. If that were the case, I'd say Beverly Hills is nice, but not the nicest in California. Beverly Hills has a ton of apartments and isn't even that wealthy statistically speaking.

Malibu is cool but wildfires are a concern. Newport Beach is cool but it's not on the same level as Beverly Hills. Can you tell me why you think those places are better than Beverly Hills? Thank you.

Wildfires would be a concern in Beverly Hills as well. They could easily come down the hillside.

All of the other communities I've mentioned have the type of mansions you'll find in Beverly Hills or even nicer. Most of them are near the water which is a plus vs Beverly Hills. Those that are not along the water feel more exclusive to me because they have more space and aren't too crowded.
