For reference, in Stockton, Sherman’s buffet is an $8-$9 all you can eat buffet. I also want to have 1-4 fish tanks. 1 40, 2 100, 1 200 gallons. How much would that cost?
And some souvenirs of places I’ve been.
How much would it Cost if I wanted this restaurant? (One price for a spot that’s there, and one to build a building)
How much would it cost to add a small bar in there? Like bowling alleys have small bars too.

There's tons of missing details here and several that are completely irrelevant.

Decorations, fixtures and such aren't even going to register on the big list of costs for ground-up construction of any commercial building, let alone something like a restaurant. So if you're worried about the cost of the salad bar and some fish tanks, you're already on the wrong track.

Assuming this isn't a joke thread, how about stuff like where to begin with?

I mean this in the nicest way possible (truly).

If you're asking these questions, please, please, please dont open a restaurant. Or find a business partner who has the answers (and money) to open with you.

Based on the questions you are asking it appears you have never worked in a restaurant in any leadership capacity. As these questions with all honestly are more like questions someone would ask looking for an answer for some homework assignment at school.

But if you wanted a ballpark figure, you would be looking at anywhere from $100,000 to $1,000,000 depending on the details that are lacking in your question.

One of the biggest reasons for restaurant failure is the owners don't know how to actually run a restaurant. Please take that as something to think about if you are actually serious about this.

You need to save enough money to get through the first five years, when you'll be paying rent on the place while waiting for the business to get off the ground and bring in enough money to at least break even. That can take years. They say, that typically, by or around year 5, if you're done a good job, you'll start bringing in a profit.

Who's going work the bar? Is the restaurant part going to be buffet only? You'll still need to hire staff to wash the cookware, cook and put the food out there, and someone to work the bar. You'll probably need to pay an accountant for your quarterly tax reports, or whatever the state requires.

How are people going to find out about this place? What's your advertising budget? Have you worked out a business plan?

I'd be very cautious about opening a restaurant, especially right now. They are notorious for failing quickly and the pandemic certainly won't help as it's caused many to go out of business already. I'd definitely recommend having available cash well beyond the cost of opening and operational expenses.

I'd try it with at least 750 grand in capital. Minimum.
