Which part of Lake Tahoe is the most beautiful to stay in during the summer, that is not to over-developed, over-crowded?

All of Lake Tahoe is crowded during winter and summer. If you want to avoid crowds go spring or fall.

Another vote for North Shore! Or if you can score a rental on the West Shore it's lovely too. I stay away from South Shore at all times - too much of a zoo for me. Make your plans now or you might lose out on the best spots.

We vacationed there since the 1960s when I was a kid, as an adult from the 1970-s until Covid, even after we moved to Washington State. I really liked the Carnelian Bay and Homewood areas to rent a cabin, but about 2010 we discovered Incline, just over the border in Nevada at the north end, and rented condos there since. Much more quiet and peaceful, close to the Mt. Rose Highway for a trip to Reno or Virginia City.

Rent a cabin in Tahoe Meadows. It's a gated community organized around what's basically a wetlands park. Some of the cabins have beachfront, but there's beach access for everyone. Very peaceful, never crowded. There's a baseball diamond for Saturday games that involve the whole family. Shopping is nearby, on the highway that goes past the hidden community. Post Office down the road. Adults go State Line, NV, to try their luck at gambling, if so inclined. Some of the beachfront cabins have recreational equipment for guests to use: canoes, kayaks. There are hiking trails in the area.

You could also try to find a rental at or near Emerald Bay, on the other side of the lake. It's a state park, but there are a few properties that were grandfathered in, and a small housing development outside the park. Both of the locations I mention are along the south shore of the lake. Their exclusive nature prevents crowds.

What I liked about Incline is that whether there in July or October, many of the condos around us were not occupied. We could take the grandkids to a park, eat at one of the restaurants, or just go for a walk without the crowds of South Tahoe, Kings Beach or Tahoe City. We always found Tahoe Vista and Carnelian Bay to be busier than Incline but still not too bad. The Magic Carpet mini-golf and Old Post Office Café at Carnelian Bay can get really busy at times.
