While many animals are likely to find new homes, I am worried some of them might be back to shelter after the outbreak is over.

Oh, don't worry about it. When the crisis is over, all those pets, plus more, will be returned to the shelters.

The San Bernardino shelter is known to be a high-kill shelter, along with Modesto and others. They send their surplus animals to the State of Washington to be adopted. That's how I got my dog one year ago.
