I have an idea for an unconventional RV park but I need some info on how the current ones are run.

For example: Are the shore power connections for each space always on? And if they are, what stops people from stealing power in the black of night?

Steal power and do what with it?

Site power is normally always on.

Campgrounds all have 24 hour security and cameras. Random RVs just don't drive in and hook up to power.

Not the ones I've been to. After the office closes, nobody is paying attention. The last campground I stayed at, the office closed at four. Tumbleweeds after that.


ETA: Now that I think of it, I could just have credit card readers and make the place self-serve 24 hours.

Usually power is on, (econo sites)
Sometimes it is locked out with a code / lock box. (Premium sites)
Most often there is a security guard / interested owner / campground host who makes regular rounds during the night.
