My husband said maybe that was what brought the raccoons out so persistently

No maybe about it. Raccoons love cat and dog food just as much as they love people food.
Never leave
any food out. All the critters in the area will include an established campground as a stop on their routine patrols.
I always repackage food into plastic containers if it doesn't come that way. And then I keep those food containers in plastic totes and the totes in the vehicle.
