It's interesting that the news article mentions the fact that the word was used sarcastically, but the radio station at no time used this at a defense. Although I suspect, on this particular complainant, that argument would have fallen on deaf ears.
The complainant argues that the word 'was used three times' in the song, which I think is an irrelevant detail, since it was used in repetition in consecutive verses, ie. not at three separate times in the song, as in a refrain.
Also the complainant says the radio 'airs' the song unapologetically. Is the complainant suggesting that the song's play be prefaced by an apology? Would that make it acceptable to them?
Finally, I'm a bit confuds. The decision seems to have been made in October, according to the CBSC page. Why so newsworthy now, months later?
Years ago, when the song "The Stripper" was popular, it was banned by local radio station not by the local/state/federal government. Censorship exists at all levels.

Canadian radio stations self censor, but at the threat of CRTC sanction... Pathetic... Just notch up another one for satellite radio, iPods, web radio, etc...
