Eastern Canada imports oil from Algeria, Iraq, Saudi Arabia, Nigeria and Venezuela, the UK and Norway as well as some from western Canada. Western Canada exports oil sourced from the Alberta tarsands, also some from Saskatchewan, the bulk of it being exported to USA by pipeline. If there was a pipeline from western Canada to eastern Canada's oil refineries there would be no need for eastern Canada to import oil from other countries. Some of the oil that Canada sends to USA gets refined in refineries there and then is sent back to Canada. Canada is listed as the worlds 15th largest net exporter of oil.
