I've spent most of my life living in Saanich and know Greater Victoria fairly well, so hopefully I can speak to some of your concerns...
- In terms of pets, dog and cat ownership is extremely high in Victoria! I've heard of some people having trouble finding places to rent when they have dogs, but cats are no problem what soever.
- I think that finding work at a pet clinic in Victoria wouldn't be too difficult given your background. Seriously, it seems like every other family here owns a dog! Try looking up different clinics on google and you will see there is no shortage around here. Maybe you can start reaching out to owners now and getting a feel for employment prospects, since it's such a specialized field.
- In terms of affordability, I would suggest looking into the Sooke area. It's further removed from town, but very accessible by car (public transit another story) and I know young couples in service-type jobs who started renting out there within their budget... something that's less feasible to do in Victoria.
- As far as I know, internet shouldn't be a problem in an area like Sooke... don't have much knowledge up island, but I'm sure that wouldn't be an issue unless you were somewhere extremely remote.
- It does snow very occasionally on the island, and this year has been a bit colder than normal, but I don't think you'll have to worry much about temperatures going below -5. It's a rarity for sure.
- Again, Sooke is very rural compared to downtown Victoria or other municipalities (more suburban)

Sooke | Secret Lakes of Southern Vancouver Island Guidebook lakes are all over the Island and, again, if you have access to a vehicle going to the beach shouldn't be a problem either.
