London is a little west of the traditional snow belt areas so it doesn't get the brunt of the lake effect...that's more in areas north-east of there. But it can certainly get some decent accumulation every winter. I've never experienced a Buffalo winter...it looks like it's location at the east end of a very long and large body of water would make it ripe for brutal snow.

If you are spending the winter in either city you probably wont notice much difference,it will be cold and snowy for the best part of 5 months. Are you thinking of relocating to one of these cities?
Yes - I'm considering moving from Maine to Canada in the next few years. I'm an American but my mother was born in Quebec so I'm already a citizen, just need to establish residency. I have family in Quebec and friends in Toronto - have visited the latter a couple of times a year for past 20 years, but no way I can afford Toronto or Montreal. I'm looking for an affordable (under $225k Canadian for a house or condo) small or mid sized city in southern Ontario that doesn't get completely snowed under every year.

Hamilton might be worth a look.
Much better location than London, closer to all the action
Niagara Falls and Toronto / GTA are equally close.
Hamilton real estate is still affordable but has seen significant increase
over 5 years or so.
