It is true that there is more genetic diversity within than across races. However, it is also true that there are genetic differences between the races, like IQ (European = 100, Chinese = 105, sub-Saharan African = 70). So, not all Chinese are smarter than all sub-Saharan Africans, but on average the Chinese have a much higher IQ than sub-Saharan Africans.

Whether Haiti should be legitimately considered part of Latin America or not (and is *unfairly* excluded from it by Spanish speakers who "hog" the moniker all for themselves), I think it's fair to say that for most Haitians a "Latin American" collective identity is probably not top of mind.
From what I have seen and heard from them, the primary supranational identifier they seem to have would be "Antillais" which roughly means "Caribbean" and includes of course the many other islands that also have a history with French (either French itself or French-derived creole or patois), but is not necessarily limited to the French-influenced islands either.
Beyond that they also identify with other groupings like "the Americas" in general (there is an aspirational aspect to this as it associates them with the U.S. and Canada) and even La Francophonie to some degree.
All of these would probably score higher than "Latin America" if you asked Haitians about this.
