McGill is probably the most prestigious university in Québec. It's had huge historical and financial advantages.
But it doesn't enter into the equation for most of the population.
The most prestigious francophone university is the Université de Montréal.
It's one of the top-ranked French-language universities in the world.
Laval is a strong second though.

And at one time, U de M was more accepting of Jewish students than McGill.

I cannot speak for the Université de Montréal, but Laval has a well-regarded civil law program. It's one of the very few universities in Canada that have a civil law program. A colleague has a civil law degree from there (his common-law degree is from the University of Saskatchewan), and he speaks highly of Laval.

*Located in Ontario but a stone's throw from Quebec. The civil law school there is a throwback to the era when there was no university on the Quebec side of the Ottawa River.

Some universities are more regarded for certain programs than others.
I'd say in terms of law schools, Laval and Montréal are pretty equal in prestige.
Among the famous graduates of Laval are Brian Mulroney, René Lévesque, Lucien Bouchard and (yes!) Conrad Black.
Legend has it that the Toronto-bred Black enrolled at Laval as a personal challenge and in order to learn French.
Famous graduates of the U de Montréal law school include Pierre Elliot Trudeau, UN High Commissioner for Human Rights Louise Arbour, a ton of Supreme Court justices, and a dozen or more Quebec Premiers.

I have an old Laval paperweight. I believe it came from my maternal grandmother's side of the family.
Looks like it was probably made in 1908 for the bicentenary of Laval's death.
