Seriously though, I understand it's a main form of communication for cats, dogs, and probably many other species as well. I read somewhere they get a lot of information vital to survival through their noses, and one of the main ways they recognize friend from foe, find prey, mates, etc.. In your case Chloe wants to know where Quinn has been, who he's been messing around with, and what he's been eating (taking being nosey to a whole new level ).

My cats will frequently sniff my hair after I've been gone awhile. They love my shoes, too. In the past, when an indoor cat has gotten out and I want to lure them back in, I put out several of my shoes in a path to the door. It works!
There's lots of information that can be learned via scents.
With us it's hands. Whenever I come in, my hands must be sniffed. Where was I? What did I touch? Was it food? Other people? Other animals? Plants in the garden? No matter if I'm in the yard and she can watch me through the window, she has to confirm what she's seen me doing by smelling it on my hands. Thankfully, they convey more information, and are more accessible, than my butt.
